Capturing the Impact of Gender-based Violence Interventions in the Philippine Emergency Context

This learning report was published following the Rural Development Initiatives of the Islands of Leyte's HIF funded project that aimed to explore the measurement of Gender-based Violence outcomes in the Philippines.

It represents the country's first impact assessment ever conducted on the impact of GBV emergency response programming.

Looking at the emergency context of five of the major natural disasters and armed-conflicts which happened in the Philippines from the period of 2011 to 2017, the project team asked key questions grouped into four areas:

1. Assessing the resilience of GBV survivors
2. Understanding what GBV programming was conducted and its effectiveness
3. Understanding the impact of GBV programming on policy, and vulnerable communities
4. Understanding the information management and monitoring practices were employed.

The project used a variety of tools to collect data including community score cards, GBV theory of change and the GBV Tree of Hope. By employing innovative and human-centred design impact measurement tools, the study was able to capture the impact, both positive and negative, at the individual, community and societal levels.

Fourteen key findings were identified and informed the consortium's recommendations to improve GBViE programming and the information management systems used, and to better respond to the needs of vulnerable populations.
